ABLE attorneys and volunteer attorneys from private law firms give free legal help to people who have tax problems and can’t afford a private lawyer.  If you are a low-income taxpayer with an income tax dispute, the Low-Income Tax Payer Clinic (LITC) may be able to help you. ABLE attorneys and volunteer attorneys from private law firms give free legal help to people who have tax problems and can’t afford a private lawyer.

The LITC can help you in the the following areas:
  • controversies about federal income tax matters
  • disputes about whether you have paid the proper amount of tax
  • whether you are responsible for your spouse’s tax troubles
  • how to settle tax debts.

We do not prepare and file tax returns, but we can refer you to agencies that can help you.

You can access the LITC by calling Legal Aid Line at (419) 724-0460 (Lucas County Residents) or 1-800-542-1874, or by completing an online legal aid line application

Before you contact Legal Aid Line, be sure to have with you:
  • Your current income, including pay stubs.
  • Your Social Security number.
  • Any tax bills, letters or notices from the Internal Revenue Service (IRS) or the U.S. Tax Court.
  • Any letters you have written to IRS.
  • Copies of the tax return you filed for the year in question.

The Low-Income Tax Payer Clinic is NOT a part of the Internal Revenue Service, the U.S. Tax Court, the Ohio Department of Taxation or any other government agency, although the IRS partially funds the Low-Income Tax Clinic.  Please note that what you tell your LITC lawyer is private. Even if you don’t qualify for help from an LITC lawyer, the information you tell us is confidential.
